In Philadelphia, the Second Continental Congress voted to organize an American army under George Washington. Even as they authorized military resistance, the delegates made one last attempt for reconciliation, sending the Olive Branch Petition to the King in June. King George III refused to read it and declared the Americans "in a state of rebellion."
